KI <br />10. <br />ATTACHMENT <br />Implement infrastructure improvements that <br />promote walkability, cycling, family shopping trips, <br />and access to food vendors including but not <br />limited to improvements along 4th street from Ross <br />to Grand, a street promenade on Sycamore <br />between 4" and 5th, and permanent route place <br />makers and way finding as recommended in the <br />Wellness Corridor plan. <br />Organize a robust process for developing the <br />Capital Improvement Plan by collaborating with the <br />community to adequately define the criteria that <br />prioritizes projects aligned with community needs. <br />Ensure that the Arts Master Plan for the downtown <br />corridor gets shaped in a participatory process <br />between the City, the downtown liaison, arts <br />commission, local artists also involving the various <br />community serving organizations of the downtown, <br />local businesses, and Santa Ana public schools in <br />the vicinity. This Master Plan ought to be aligned <br />with the infrastructure and beautification needs of <br />the Latino serving downtown businesses. <br />The city should develop urban, architectural design <br />forums for certain areas with the City that require <br />buildings and streetscapes to meet culturally <br />relevant aesthetic standards also reflecting the <br />City's heritage and cultural identity. <br />41 Page <br />The City cannot administratively waive fees. The Santa Ana <br />Municipal Code outlines a Master Fee Schedule which <br />applies to all events and event organizers. To provide equity, <br />any waiver of fees should be citywide and not area specific. <br />In order to waive fees, the City Council would need to adopt <br />an Ordinance that provides for the waiver. This could be <br />introduced by the Mayor or Councilmember as an 85a on the <br />Council Meeting Agenda. Upon direction from the majority <br />of the City Council, staff would then draft the Ordinance for <br />approval by the City Council. <br />In collaboration with Ld,&no Health Access, Building Healthy <br />Communities, and various City Departments, the City of <br />Santa Ana has made a commitment to promoting <br />walkability /bike - ability in Downtown Santa Ana. <br />The Circulation Element of the Santa Ana General Plan <br />serves as the City's blueprint for active transportation <br />planning and ensures opportunities for travel by modes of <br />transportation that support health and active lifestyles. The <br />City has recently hired an Active Transportation Coordinator <br />and has drafted a complete streets plan specific to the <br />downtown which included a public process comprising <br />multiple community input sessions. <br />The new Safe Mobility Santa Ana effort, addresses this issue <br />citywide and ensures that safety is seamlessly integrated <br />into the various plans the City is conducting, including the <br />CIP. The City is committed to providing the community with <br />multiple opportunities to provide input and be involved in <br />the development of its <br />The Arts and Culture Commission is currently reviewing the <br />RFP for the Arts Master Plan. To the extent that the RFP <br />development must remain an internal process so as not to <br />provide vendors with working copies until it is finalized, the <br />City will go through a thorough review process. This master <br />plan will cover the entire City and not solely the downtown <br />area. The plan will be inclusive to represent the diverse <br />needs of the City. <br />The City currently has a variety of design standards which <br />ensure quality and promote aesthetic standards. These <br />design standards pertain to all locations in the city and often <br />to specific types of use. The City of Santa Ana's Design <br />Guidelines and Development Standards is the result of a <br />comprehensive analysis of the City's existing design and <br />development guidance documents. The Guidelines contained <br />within the document, which can be found on the City's <br />website, consolidate the City's discretionary review <br />documents and provide supplementary design guidance for <br />issues not explicitly stated in the Santa Ana Municipal Code. <br />WS -A -72 <br />
