"IIETO.I`IWA OM <br />RESOLUTION <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />DIRECTING THE CITY MANAGER TO ESTABLISH A WELLNESS DISTRICT FOR DOWNTOWN <br />SANTA ANA BASED ON LATINO REVIVAL STRATEGY <br />WHEREAS, in March 2014, the City approved a five -year strategic plan that laid out a vision, mission, <br />principles, and goals committing to integrate health, wellness, and equity in all policies and plans, <br />including the creation of a comprehensive economic development strategic plan, supporting <br />neighborhood vitality and livability, and promoting a strong arts and culture infrastructure; and, <br />WHEREAS, the Santa Ana has a population of 334,227, of whom 78% are Latina; 11% are Asian, 9% are <br />White, 2% identify as another race or ethnicity. Over 30% of Santa Ana households include children under <br />18 living at home. A wide variety of languages are spoken, with 83% of households speaking a language <br />other than English at home. Santa Ana is culturally diverse; over 48% of households include individuals <br />born in countries other than the US. As one of the densest, youngest,.and most culturally and ethnically <br />diverse cities in the nation, Santa Ana's goals of engaging all sectors of our community in a meaningful <br />way and of creating consensus are all the more important; and, <br />WHEREAS, in November 2013 the Downtown Santa Ana Wellness Corridor was launched; and, WHEREAS <br />the City supports the creation of a distinct cultural destination and 'a secure place for the community and <br />businesses to continue building a strong, thriving, and culturally relevant economy for Santa Ana; and, <br />WHEREAS, the City is developing a Santa Aria Downtown Transit Zone Complete Streets Plan to create a <br />safer and more walkable, bikeable, vibrant and healthy environment in Santa Ana's downtown; and, <br />WHEREAS, downtown Santa Ana is already destination, locally and in Orange County, for purchases of <br />food, food services, health and personal care products, sporting and hobby goods, as well as educational <br />services, healthcare, recreation and cultural activities (hereinafter referred to as Wellness Goods and <br />Services); and, <br />WHEREAS, from a commercial property performance perspective, downtown Santa Ana therefore already <br />has a local and regionally competitive function as a district for purchases of Wellness Goods and Services; <br />and, <br />WHEREAS, the greatest and most immediate source of purchasing power to increase downtown Santa <br />Ana's sales of Wellness Goods and Services is the predominately Latino residents of central Santa Ana, <br />that when combined with increased sales to commuters, visitors and new downtown settlers can be an <br />effective strategy to re- invigorate sales in the downtown; and, <br />WHEREAS, the residents of Santa Ana have a high incidence of overweight and obesity, which contribute <br />to higher rates of diabetes and heart disease and higher propensity to be uninsured in comparison to <br />other Orange County residents, and which increases the public sector and employer costs for health care <br />provision; and, <br />Last Modified: 3/4/2015 <br />WS -A -91 <br />Page 1 of 5 <br />
