ATTACHMENT <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA, CALIFORNIA, ESTABLISHING THE <br />COMMUNITY ADVISORY COMMITTEE FOR ECONOMIC DEVELOPMENT PLANNING <br />WHEREAS, the Santa Ana Strategic Plan states that economic development is a goal and a priority forth <br />city, and that the City of Santa Ana will work aggressively to encourage businesses to locate and invest in <br />our community, providing good jobs, reducing unemployment, and bolstering our City's tax base, and <br />WHEREAS, the Santa Ana Strategic Plan considers the completion of a comprehensive economic <br />development strategy to be a key strategy in achieving goals of economic development, and <br />WHEREAS, the City of Santa Ana struggles with high rates of unemployment and low incomes, yet is a <br />vibrant and culturally diverse city with a growing youth population that has significant potential for <br />economic development, and <br />WHEREAS, economic development is critical to the financial well -being and future growth of our city, <br />and responsible economic development must bring opportunity to all of Santa Ana's residents, <br />businesses, and workers. <br />NOW, THEREFORE, BE IT RESOLVED as follows: <br />1. There is hereby established the City of Santa Ana Community Advisory Committee for Economic <br />Development Planning ( "Committee "). The Committee shall consist of: (15) fifteen voting <br />members. <br />2. The membership of the Committee must represent a number of critical stakeholder groups; to <br />this end, seats of the committee will be designated to representatives as follows: <br />a. Eight (8) seats to be held by representatives of the business community: <br />i. One (1) seat for a business affiliated with each of the following business <br />communities in Santa Ana: <br />1. The Santa Ana Business Council <br />2. The Hispanic Chamber of Commerce <br />3. The Vietnamese Chamber of Commerce <br />4. The Santa Ana Chamber of Commerce <br />5. The Orange County Business Council <br />ii. Three (3) seats for businesses located in diverse geographic regions of Santa <br />Ana, including the South Main corridor and downtown Santa Ana. <br />Seven (7) seats to be held by stakeholders, one representing each of the following <br />groups or affiliations: <br />i. Two (2) seats for representatives of organized labor. if these seats are held by <br />representatives of individual unions rather than councils of labor unions, the <br />unions represented must be from different industries. <br />it. One (1) seat representing workforce development or employment training (e.g. <br />the Workforce Investment Board) <br />iii. One (1) seat representing formal continuing education, either from high school <br />employment - preparation or from community college <br />iv. Two (2) seats to be held by representatives of the Santa Ana community, one <br />adult (over 25 years of age) and one youth (16 to 25 years of age). Both must <br />have been residents of Santa Ana for at least three years. <br />WS -A -97 <br />
