REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 21, 2015 <br />TITLE: <br />AMENDMENT TO COOPERATIVE <br />AGREEMENT FOR SANTA ANA TRANSIT <br />TERMINAL PUBLIC RESTROOMS <br />{STRATEGIC PLAN NO. 5,61 <br />i <br />"ITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 at Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and the Clerk of the Council to execute an amendment to the <br />Cooperative Agreement between Orange County Transportation Authority, County of Orange and <br />the City of Santa Ana, to provide reimbursement for custodial services at the Santa Ana Transit <br />Terminal, retroactive to November 1, 2014 through October 31, 2015 in an amount not to exceed <br />$36,568 and November 1, 2015 through October 31, 2016 in an amount not to exceed $38,724 <br />per year each, for the County of Orange and the City of Santa Ana. <br />DISCUSSION <br />The Santa Ana Transit Terminal (SATT) at 400 W. Santa Ana Blvd, Santa Ana, owned by the <br />Orange County Transit Authority (OCTA), was closed in December, 2008. Effective March 29, <br />2009, the County, the City of Santa Ana (City), and OCTA approved a cooperative agreement <br />(Agreement) that enables public access to the restrooms at the SATT whereby the City and <br />County share operational costs on an equal basis for custodial services. Under the terms of the <br />agreement, the restrooms are to be made available to the public unless the property is sold or <br />any of the parties chooses to change the Agreement with a 30 -day notice. Currently, the <br />restrooms are open from 8:00 a.m. to 10:00 p.m., seven days per week. The restrooms are <br />cleaned three times daily, between 8 a.m. to 10 a.m., between 1 p.m. to 3 p.m. and between 8 <br />p.m. to 10 p.m. The restrooms are used constantly, and have been helpful in meeting the needs <br />of the local population. <br />On July 27, 2010, Amendment No. 1 to the Agreement was executed, increasing the amount the <br />County and City reimbursed OCTA from $16,631.25 per year to $18,262.50 each to reflect an <br />increase in the custodial rate. Amendment No. 2 was executed on October 18, 2011, extending <br />the available hours of operation from 8:00 a.m. to 5:00 p.m. to the current 8:00 a.m. to 10:00 <br />p.m., seven days a week. Amendment No. 3 was executed on April 27, 2012, increasing the <br />annual obligation for custodial services from $18,262.50 to $20,434 each. <br />2513-1 <br />
