Chapter 1 <br />Introduction and Summary <br />1.1 Purpose of Addendum <br />Pursuant to the California Environmental Quality Act (CEQA), Public Resources Code section 21000 <br />et seq., this Addendum is prepared to address potential environmental impacts as result of minor <br />changes to The Met at South Coast Multifamily Residential Project located at 200 East First <br />American Way within the southeastern portion of the City of Santa Ana, In April 2012, the City of <br />Santa Ana adopted the Initial Study /Mitigated Negative Declaration (IS /MND) for The Metat South <br />Coast residential development project (SCH No. 2011111041), which analyzed the impacts of the <br />development of 284 multi- fannily residential units on a 3.1 -arse parcel, Modifications to the previous <br />project design constitute the "proposed project" for the purpose of this document, and include: <br />• an increase in the total number of acres developed; <br />• an increase in the number of buildings constructed; <br />• an increase in the total amount of open space; <br />• an increase in the total number of parking stalls; <br />• a decrease in the amount of grading; <br />• a decrease In the construction duration; and <br />• a change in project site access. <br />This document, together with the other documents incorporated by reference herein, serve as the <br />environmental review of the proposed project, as required pursuant to the provisions of CEQA, the <br />State CEQA Guidelines at 14 California Code of Regulations Section 15000 et seq., and the City of <br />Santa .Ana procedures for CEQA implementation <br />1.2 Use of an Addendum to a Previously Adopted <br />Negative Declaration <br />To ensure that impacts are within the scope of the previously certified IS /MND and no new <br />significant impacts would result, the City reviews each application in accordance with Sections <br />15162 and 15164 of the State CEQA Guidelines, When necessary, additional environmental analysis <br />is completed consistent with Section 15162, including Negative Declaration Addendums or <br />Subsequent Negative Declarations, <br />State CEQA Guidelines Section 15164 states: "Art addendum to an adopted negative declaration may <br />be prepared if only minor technical changes or additions are necessary or none of the conditions <br />described in Section 15162 calling for the preparation of a subsequent EIRor negative declaration <br />have occurred,- Pursuant to Section 15162 of the State CEQA Guidelines, when a negative <br />declaration has been adopted for a project, no subsequent EIR (or negative declaration) may be <br />The Met at South Coast _ 1 March 2015 <br />Addendum <br />75A -66 <br />
