Environmental Impact Analysis <br />• All mobile or fixed noise- producing equipment used on the project that is regulated for noise <br />output by a local, state, or federal agency will comply with such regulation while in the course of <br />project activity, <br />• Electrically powered equipment will be used instead of pneumatic or internal combustion <br />powered equipment, where feasible, <br />• Material stockpiles and mobile equipment staging, parting, and maintenance areas will be <br />located as far as practicable from noise - sensitive receptors. <br />• The use of noise- producing signals, including horns, whistles, alarms, and bells, will be for safety <br />warning purposes only. <br />• The onsite construction supervisor will have the responsibility and authority to receive and <br />resolve noise complaints. A clear appeal process to the City will be established prior to <br />construction commencement that will allow for resolution of noise problems that cannot be <br />immediately solved by the site supervisor, <br />• Construction signs will be posted at the project site Identifying a contact name and phone - <br />numberto register noise complaints. <br />Mitigation Measure N01 -2: First row residential units within the project that face MacArthur <br />Boulevard with planned exterior uses, such as balconies, will be provided with noise reduction <br />barriers. Such barriers will provide a minimum noise transmission loss of 20 decibels 49. <br />Mitigation Measure NOi -3: Air conditioning systems will be provided for all residential units that <br />face MacArthur Boulevard to ensure that doors and windows can remain closed for prolonged <br />periods of time. <br />Mitigation Measure N01.4: All residential units that face MacArthur Boulevard will be fitted with <br />acoustically rated windows (minimum Sound Transmission Class rating of 35) to reduce <br />exterior /interior noise transmission, Additionally, any residential doors with a direct exposure to <br />MacArthur Boulevard will meet a minimum 5tad Transmissinn Class &TG rating of 35 and be fitted <br />with tight, seats, and vents and ventilation openings will be designed to ensure that the interior noise <br />levels of the habitable rooms do not exceed 45 A- weighted decibels (dBA) community noise, <br />gsluivalent level (level CNEL). <br />Mitigation Measure N01.5: During design all residential units located within the 65 dBA CNEL <br />content, for SR -55 and along MaCArthur$oulevard will be designed with insulation (minimum <br />Sound Transmission Class rating of 35) to reduce traffic noise to the greatest extent practicable. <br />3.2.6 Public Services <br />The Met IS /MND Found that the previous project would result in less- than - significant impacts after <br />implementation of mitigation related to school services. Less- than - significant impacts were found to <br />occur related to Fire and police protection services, parks, and other public facilities. <br />As the proposed project would not increase the amount of units developed or the number of <br />residents or students generated, impacts would be the same as those previously analyzed and <br />disclosed in 'The Met IS /MND.Furthermore, the proposed project would be required to implement <br />all mitigation measures as proposed in The Met IS /MND, which are listed below.
