REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE; <br />APRIL 21, 2015 <br />TITLE; <br />RESOLUTION SUPPORTING DEVELOPERS' <br />SUBMITTAL OF AN APPLICATION FOR <br />THE AFFORDABLE HOUSING AND <br />SUSTAINABLE COMMUNITIES PROGRAM, <br />AND IF AWARDED, AUTHORIZING THE <br />CITY TO ENTER INTO A CONTRACT WITH <br />DEVELOPER UTILIZING THE GRANT <br />FUNDS (STRATEGIC PLAN NO. 5, 3; 6) <br />s; <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />,0 r <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 "Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Adopt a resolution supporting Grange Housing Development Corporation and C &C Development <br />Corporation Co., LLC submittal of a funding application for the Affordable Housing and <br />Sustainable Communities Grant Program in the amount not to exceed $3,926,000 for the Depot <br />at Santiago Project, and If awarded, authorizing the City of Santa Ana to enter into a contract with <br />the Developers utilizing grant funds to construct the transportation related infrastructure for the <br />Depot at Santiago Project, subject to non- substantive changes approved by the City Manager <br />and City Attorney. <br />-_. i_ <br />On January 26, 2015, the Department of Housing and Community Development (HOD) <br />announced availability of approximately $120 million In funding for the Affordable Housing and <br />Sustainable Communities Program (AHSC), also known as the Cap & Trade Program, The <br />AHSC Program funds are offered through the Notice of Funding Availability (NiOFA) application <br />that provides funding for projects that reduce GHG emissions by supporting more compact, infill <br />development patterns, encouraging active transportation and transit usage, and protecting <br />agricultural land from sprawl development. Funding for the AHSC Program Is provided from the <br />Greenhouse Gas Reduction Fund, an account established to receive Cap- and -Trade auction <br />proceeds. The Orange Housing Development Corporation and C &C Development (Developer,$) <br />successfully submitted a concept proposal in February 2015 and was invited to submit a full <br />application by April 20, 2015. <br />The Depot at Santiago project will develop a mixed -use, multi- family, new construction affordable <br />housing community consisting of 70 residential units, approximately 9, 317 square feet of ground <br />55A -1 <br />
