REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 21, 2015 <br />TITLE: <br />COOPERATIVE AGREEMENT WITH OCTA FOR <br />IMPLEMENTATION OF THE BRISTOL STREET <br />TRAFFIC SIGNAL SYNCHRONIZATION <br />PROJECT (PROJECT NO. 156829) AND <br />AMENDMENT TO THE FY 2013/2014 CIP (NON - <br />GENERAL FUND) <br />(STRATEGIC PLAN NO. 6, 1, B) <br />1 <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1s' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a cooperative agreement with the <br />Orange County Transportation Authority, subject to nonsubstantive changes approved by the City <br />Manager and City Attorney, to implement the Bristol Street Corridor Traffic Synchronization project, <br />and establish the City's share of the project matching funds to be $254,835. <br />2. Amend the Fiscal Year 2013/2014 Capital Improvement Program by approving an appropriation <br />adjustment rescinding the Measure M2 Competitive funding appropriation in the amount of $962,000 <br />for the Main Street Corridor Traffic Signal Synchronization project. <br />3. Approve the reallocation of $250,000 in Measure M2 Local Fair Share funds from the Main Street <br />Corridor Traffic Signal Synchronization project to the Bristol Street Corridor Traffic Synchronization <br />project. <br />DISCUSSION <br />On October 21, 2013, the City Council authorized staff to submit joint applications with the Cities of Costa <br />Mesa and Newport Beach to the Orange County Transportation Authority (OCTA) for funding <br />consideration of the Bristol Street Corridor Traffic Synchronization (Bristol Street Synchronization) project. <br />This regional, inter - jurisdictional traffic signal synchronization and improvements project runs from State <br />Route 22 in Santa Ana to Jamboree Road in Newport Beach. <br />In April 2014, the OCTA Board approved funding for the Bristol Street Synchronization project from the <br />renewed Measure M2 Regional Traffic Signal Synchronization Program. While OCTA will act as lead <br />agency for the project, a cooperative agreement is needed to identify the roles and responsibilities of <br />OCTA and the participating agencies, and provide for OCTA oversight to maintain inter - jurisdictional <br />synchronization on the project during the three -year grant period. Upon project completion, responsibility <br />for ongoing signal maintenance will revert to the respective local agencies. The Measure M2 grant <br />provides $1,884,620 for the project and the participating agencies provide $471,155 in matching funds. <br />20A -1 <br />
