ENVIRONMENTAL IMPACT REPORTADDENDUM <br />Bristol Street Widening Project Warner Ave to Saint Andrew Place (Phase IV) <br />The proposed project would not include the construction of any structures other than relocation of existing <br />utilities. The proposed project would not create substantial risks to life or property and the proposed project <br />would not create greater impacts than previously analyzed in the 1990 Final EIS /EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />(e) Have soils incapable of adequately supporting the use of septic tanks or alternative waste water <br />disposal systems where sewers are not available for the disposal of waste water? <br />The proposed project would not generate any sewage or wastewater and would not require installation of any <br />septic tanks or alternative wastewater systems. No impacts are anticipated in this regard. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />3.7 Greenhouse Gas Emissions <br />This section corresponds with Section IV, Environmental Consequences and Mitigation Measures, subsection <br />H, Air Quality, and V. Construction Impacts of the 1990 Final EIS /EIR. <br />(a) Generate greenhouse gas emissions, either directly or indirectly, that may have a significant <br />impact on the environment? <br />The 1990 Final EIS /EIR did not evaluate global climate change or greenhouse gas (GHG) impacts. <br />Construction activities would consume fuel and result in the generation of GHG emissions. Construction of the <br />project is anticipated to begin in the early 2015 and be complete later that year. Construction- related GHG <br />emissions would cease upon completion of the project. Due to the length of construction activities, GHG <br />emissions associated with construction activities are anticipated to be minimal. Because construction emissions <br />are not substantial and would cease after completion of construction, GHG emissions would not be significant. <br />Furthermore, the project proposes intersection widening of Bristol Street from Warner Avenue to Saint <br />Andrew Place, therefore only carbon dioxide (CO2 ) emissions from mobile- sources are evaluated. Similar to <br />the other criteria pollutants, the highest emissions would occur between 0 to 10 mph and 50 mph and above. <br />Because the project would improve traffic flow within the Phase IV project area, the project would result in <br />reduced CO2 emissions. Consequently, GHG emissions associated with the project would be less than <br />significant. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />(b) Conflict with an applicable plan, policy or regulation adopted for the purpose of reducing the <br />emissions of greenhouse gases? <br />The proposed project would not conflict with applicable plans, policy or regulations adopted for the purpose of <br />reducing the emissions of GHG. The proposed project would result in improved traffic flow, reduced vehicle <br />idling times and congestion.
