ENVIRONMENTAL IMPACT REPORTADDENDUM <br />Bristol Street Widening Project Warner Ave to Saint Andrew Place (Phase IV) <br />Refer to response 3.12 (e.), above. The proposed project is not located within the vicinity of a private <br />airstrip. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />3.13 Population and Housing <br />This section corresponds with Section IV, Environmental Consequences and Mitigation Measures, <br />subsections L, Population, M, Housing Displacement, N, Business Displacement, O, Impacts on <br />Neighborhood Character and Minority Groups, and R, Effect on Assessed Property Values, of the 1990 <br />Final EIS /EIR. No take of residential parcels is proposed as part of this project. <br />(a) Induce substantial population growth in an area, either directly (for example, by proposing <br />new homes and businesses) or indirectly (for example, through extension of roads or other <br />infrastructure? <br />Bristol Street and Warner Avenue are currently heavily traveled roadways and the City of Santa Ana is fully <br />built out. The proposed project is designed to accommodate the existing and future traffic volume and would <br />not create significant numbers of new trips. The proposed widening would not result in additional impact. <br />Impacts would be similar to those identified in the 1990 Final EIS/EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />(b) Displace substantial numbers of existing housing, necessitating the construction of <br />replacement housing elsewhere? <br />The proposed project's Build Alternative is anticipated to result in full or partial acquisitions of <br />approximately 43 parcels along the project study area. The acquired parcels are defined as distinct locations <br />where residential and non - residential displacement could occur along the project alignment. The project is <br />anticipated to result in the acquisition of 27 single - family residential units. This compares to a total of 28 <br />single - family residential units (6 partial and 22 full acquisitions) as identified in the 1990 Final EIS/EIR. Of <br />the 27 residential units that would be displaced as part of the proposed Project, 14 parcels would be <br />considered partial acquisitions and 13 parcels would be considered full acquisitions. Since comparable <br />relocation properties appear to be available in the metropolitan Santa Ana area in sufficient quantity, the <br />need for replacement housing would not be triggered due to project implementation. The number of <br />displacees resulting from the Proposed project are anticipated to be less than identified in the 1990 Final <br />EIS /EIR due to the reduction in number of full acquisition of single - family residential units. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />(c) Displace substantial numbers of people, necessitating the construction of replacement housing <br />elsewhere? <br />The proposed project requires the acquisition of 27 single - family units could possibly result in displacing <br />approximately 82 residents (URS Corporation, November 2011). The construction of replacement housing <br />elsewhere would not be necessary because comparable relocation properties appear to be available in the <br />metropolitan Santa Ana area in sufficient quantity. The project involves the widening Bristol Street from <br />Warner Avenue to Saint Andrew Place in an urbanized, residential/commercial area of the City of Santa <br />Ana.
