3 <br />El <br />indicators which will be used to <br />measure performance and success in <br />health and economic development <br />outcomes. <br />Implement strategies that ensure <br />development aligned with Wellness <br />District principles and approaches, <br />including but not limited to the <br />following: active programming of <br />healthy recreational and cultural <br />activities, creating incentives and <br />eliminating disincentives for local <br />businesses offering wellness goods <br />and services, and creating incentives <br />for businesses committing to long term <br />provision of good jobs, affordable <br />housing, and economic stability for <br />Santa Ana residents. <br />Proactively develop and implement <br />strategies for Santa Ana residents to <br />remain and thrive in Santa Ana while <br />minimizing negative impacts of <br />development, including increases in <br />the cost of living and other indirect <br />catalysts of displacement. <br />At the direction of the City Council, <br />funding and staffing would need to be <br />approved to develop such a proposal <br />and determine the outcomes desired. <br />The City's Parks, Recreation, and <br />Community Services Agency current <br />plans major events in the downtown, <br />including a health fair, 5k, Holiday <br />Tree Lighting, Plaza Primavera and <br />others. Additionally, the community can <br />plan additional events through the <br />Special Events/Land Use Application <br />process. <br />While the City of Santa Ana and cities <br />in general, oversee land use via a <br />zoning code or ordinance which <br />broadly designates appropriate <br />businesses categories and uses for <br />each parcel, private property owners <br />control the specific tenants and <br />business uses. <br />Any financial incentives for businesses <br />take into consideration the economic <br />There are four strategies that "facilitate <br />diverse housing opportunities and <br />support efforts to preserve and improve <br />the livability of Santa Ana <br />neighborhoods."
