ZONING ADMINISTRATOR HEARING <br />MINUTES <br />JULY 23, 2014 <br />MINOR EXCEPTION NO. 2013 -01 <br />10:33 a.m. <br />Mr. Verny Carvajal, Zoning Administrator, called to order the public hearing in the City Hall Ross Annex <br />Conference Room 2001. <br />Also in attendance were: Shinn Zarkesh, Applicant; Lori Miller, Martin Commercial Group; Peter Cheng <br />and Tyler Mattox, MCA Realty, Inc.; John Schmid, PCCRE, Inc.; Ali Pezeshkpour, Assistant Planner I; <br />Ryan Hodge, City Attorney; Karen Gerardo, Commission Secretary; and Jocelyn Magalona, Recording <br />Secretary. <br />No written communications were received. <br />Mr. Pezeshkpour presented the staff report and recommendation for approval. <br />Ms. Miller stated her concern of overflow parking that could occur on their business nearby. <br />Mr. Mattox stated his concern with the inconsistencies /barriers with their association's parking <br />requirements. <br />Mr. Schmid stated they currently have parking surplus and do not benefit from the project request and <br />is therefore not in favor. <br />Discussion and clarification ensued concerning the applicant's parking request and the Association's <br />CC &Rs parking restrictions on its tenants. Further discussion continued regarding the addition of a <br />condition preventing parking limits placed by the Association. <br />The Zoning Administrator recessed at 11:11 a.m. to discuss /clarify with the City Attorney the possibility <br />of an added condition stating that parking access be open to all tenants without restrictions. The <br />meeting reconvened at 11:22 a.m. <br />The Zoning Administrator determined the project request is for the overall parking for the center and <br />what transpires after the decision is in the hands of management; therefore, no further conditions will <br />be added. <br />The Zoning Administrator explained the appeal process and adopted a resolution approving Minor <br />Exception No. 2013 -01 as conditioned. <br />The hearing adjourned at 11:24 a.m <br />Recording Secretary <br />mr\zaVninutes\2014 \140723 ZAminutes 1500EWarner <br />
