telephone survey conducted in English and Spanish, a countywide survey of arts and culture <br />organizations, comparisons of San Diego County with other communities, and Investigation of effective <br />strategies and programs in other communities. The resulting plan, entitled "pARTicipate San Diego," <br />encompasses five strategies for Increasing and enhancing cultural participation throughout the <br />countywide community. The Foundation adopted the entire strategic plan. <br />As part of its implementation effort, the Foundation re- engaged CPG, In partnership with the California <br />Alliance for Arts Education, to conduct a countywide research project in arts education. The purpose <br />was to better understand the state of arts education In all 42 local school districts in the county and <br />refine strategic approaches to reintroducing arts education to every classroom. In 2011, the Foundation <br />commissioned CPG to prepare a first -ever study of individual, working artists in San Diego County. In <br />response, Broward County's (Ft. Lauderdale) 10 -year cultural master plan <br />envisions a transformation of one of the nation's largest and most <br />successful local arts agencies. The plan includes specific elements for the <br />creative economy, cultural tourism, and public art and design.. The extensive <br />countywide planning process Involved more than 1,000 people, online <br />participation, two community surveys, community engagement, and four <br />advisory bodies. As a result of this plan, the Steering Committee has <br />created an Arts & Business Council to raise funds and provide leadership in <br />Implementation of the plan. <br />City of San Diego <br />Public Art Master Plan (2004) <br />While we have done a great variety of, and more recent, <br />public art master plans, the City of San Diego Public Art <br />Master Plan is of particular interest for the Santa Ana project. <br />Expanding from an existing program, this plan resulted in the <br />adoption of a 2% for art policy for City capital Improvement <br />projects and a 1 % for art requirement for private commercial <br />and industrial development, with provision for an in -lieu <br />contribution by the private developer to the City's Public Art <br />Fund. It was probably the first higher - requirement ordinances <br />in the US, and garnered the support of both City Council and <br />the real estate developer community. <br />i':e _.
