• Gerardo Mouet indicated the recent division of Southwest Little League <br />was just brought up. Staff will meet with the league to understand the <br />issue. <br />• Councilmember Reyna is concerned about checks being written to <br />individuals and not to the organization. This can create problems. Staff <br />should follow up and he would like to be included in the discussions. <br />• Councilmember Tinajero indicated Windsor should be used by other <br />organizations and not only soccer. Also Spurgeon is a joint use field <br />that should be utilized for sports program. People leave Little League <br />because the organization does not provide good service. We should <br />look at Spurgeon, Windsor, Jerome, Cabrillo and Delhi fields to <br />program then more efficiently. At the end of the year, we should look at <br />participation numbers to allocate fields. He reminded the audience that <br />fields belong to the City of Santa Ana, not to the sports organization. <br />• Councilmember Reyna indicated while Valley High School Sports <br />Complex is under construction, Valley will need 3 fields to <br />accommodate their program. <br />• Councilmember Tinajero requested items # 6 (Major City Produced Events <br />Update) and # 7 (Arts and Culture Update) be tabled. <br />• Public Comment: <br />■ Ralph Dominguez indicated the Park Rangers have always assisted <br />the leagues whenever there is an incident in the park and he supports <br />the Park Ranger program to continue. The Memorial handball court is <br />a problem gambling area and the courts should be removed. <br />• Staff Presentation: <br />• Gerardo Mouet provided a history of the Park Ranger program, when <br />they use to be full time Rangers. Could not keep them long because <br />after being trained as a Park Rangers, they would apply for SAPID or <br />School Police positions. Several years ago to continue the ranger <br />program the agency hired retired SAPID officers as part time rangers. <br />This worked well, until Cal PERS regulations indicated Cal PERS <br />retirees can no longer work after a certain period of time under a Cal <br />PERS system. On January 1, 2015, SAPID will take over the Park <br />Ranger Program. <br />• Chief Rojas indicated it will be a new and improved system. Currently, <br />SAPID responds to 11,000 calls for services in parks. The Park <br />Rangers respond to 17% of calls for service and SAPID responds to the <br />remainder of calls. We will assign a full time officer to manage the <br />program with a comprehensive plan to address safety in parks. SAPID <br />has more resources than Parks and Recreation. <br />• Councilmember Reyna asked if an in -house person will manage the <br />program. <br />PREY Regular Meeting Page 4 October 27, 2014 <br />13D -6 <br />
