The original covenants were <br /> imposed irrevocably over a 45-year term. The revised covenants allow home <br /> owner's to resell the home on an unrestricted basis in return for providing the City <br /> with a share in the unit's equity appreciation. The proposed project includes an 18% density <br /> bonus and one concession. To evaluate the developer proposal, KMA analyzed a <br /> project that complies with the existing zoning, a scenario that tested the value <br /> created by the density bonus, and the proposed project. KMA also prepared the policies and procedures manual and supporting <br /> documentation required to implement the program.
