EXHIBIT 4 TO INCLUSIONARY HOUSING AGREEMENT <br />1901 E. FIRST STREET <br />HOUSING PLAN PURSUANT TO FIRST AMENDMENT TO DA 2007 -01 <br />Purpose of Housing Plan <br />This Housing Plan is intended to implement the "Inclusionary Housing Agreement)" for 1901 E. <br />First Street (the "Regulatory Agreement ") entered into between the City of Santa Ana (the <br />"City ") and 1901 First Street Owner, LLC, a Delaware limited liability company ( "Property <br />Owner "). The Regulatory Agreement and this Housing Plan pertain to Property Owner's <br />approved development located at 1901 E. First Street in the City (the "Project "). Pursuant to <br />Section 5.9 of the First Amendment to DA 2007 -01, ten (10) residential units within the Project <br />shall be made available for rental to low income Households (the "Inclusionary Units "). <br />Project Description <br />The Project is located on a 5.1 acre parcel within the Metro East Mixed Use Overlay Zone and <br />consists of 264 residential units, a four level parking structure, a leasing office, and <br />approximately 2,424 square feet of retail space. The Project will also include a clubhouse and <br />recreation deck with pool to be added over the southern half of the existing parking structure <br />and public open space fronting Cabrillo Park Drive, <br />Definitions <br />The terms defined in the Regulatory Agreement shall have the same meaning when used within <br />this Housing Plan <br />Number of Inclusionary Units <br />(a) Number of Units. Ten (10) of the units to be developed on the Property shall be <br />Inclusionary Units rented to Eligible Tenants at the Affordable Rent throughout the <br />Affordability Period. <br />(b) Bedroom Count. Five of the Inclusionary Units shall be one - bedroom units and five of the <br />Inclusionary Units shall be two - bedroom units. <br />Maximum Number of occupants <br />(a) The maximum number of occupants in the one - bedroom Inclusionary Units shall be three <br />(3) and in the two - bedroom units shall be five (5). <br />
