b, Period of Perforniance: <br />Twenty -four (24) months. <br />c. Extensions to the Period of Performance <br />An extension to the period of performance for this program is allowed. Extensions to <br />the period of performance may be granted when, due to circumstances beyond the <br />control of the grantee, activities associated with the award cannot be completed <br />within the stated performance period. For details on the requirements for requesting <br />an extension to the period of performance, please refer to Section VI. F Extensions of <br />the Full Announcement. <br />III. Eligibility Information <br />a. Eligibility Criteria <br />All 56 States and territories, as well as the Republic of the Marshall Islands and the <br />Federated States of Micronesia, are eligible to apply for FY 2014 EMPG Program <br />funds. Either the State Administrative Agency (SAA) or the State's Emergency <br />Management Agency (EMA) is eligible to apply directly to FEMA for EMPG <br />Program funds on behalf of State and local emergency management agencies. <br />However, only one application will be accepted from each State or territory. <br />1. Cost Match <br />A cost match is required under this program. <br />The Federal share that is used towards the EMPG Program budget shall not <br />exceed 50 percent of the total budget. The State must equally match (cash or in- <br />kind) the Federal contribution pursuant to Sections 6110) and 613 of the Robert <br />T. Stafford Disaster Relief and Emergency Assistance Act (Pub. L. No. 93 -288), <br />as amended, (42 U.S.C. §§ 5121 - 5207). Unless otherwise authorized by law, <br />Federal funds cannot be matched with other Federal funds. <br />FEMA administers cost matching requirements in accordance with 44 C.P.R. <br />§ 13.24 which is located at <br />Isttp / /tivwwv access Qpo ��ovhrarra/c�rlwaivi x 07/44c rut 07.ht rel or 2 C.F,R, <br />§215.23 which is located at Fattp/www..�po Gov /fdsv� /vkz /CFR- 2012- title2- <br />voll/ndfCFR- 2012- title2- volt- surb(itleA. )cl To meet matching requirements, the <br />grantee contributions must be reasonable, allowable, allocable, and necessary <br />under the grant program and must comply with all Federal requirements and <br />regulations. In accordance with 48 U.S.C. § 1469a, match requirements are <br />waived for the insular areas: the U.S. territories of American Samoa, Guam, the <br />U.S. Virgin Islands, the Federated States of Micronesia, the Northern Mariana <br />Islands, and the Republic of the Marshall Islands. <br />11.
