DEVELOPMENT OF AN EMERGENCY MANAGEMENT STRATEGIC <br />PLAN FOR THE CITY OF SANTA ANA {STRATEGIC PLAN NO. 1, 2, 6) — <br />Police Department <br />Presentation by Steve Rhyner, Emergency Operations Coordinator, City of <br />Santa Ana <br />City Strategic Plan <br />• Goal 1 — Community Safety <br />• Objectives <br />• 2 - Broaden communications, information sharing and <br />community awareness of public safety activities. <br />o e. Update the City's Emergency Operation Center <br />(EOC) emergency preparedness plan to include a <br />community evacuation strategy to respond to natural <br />disasters. <br />o f. Partner with emergency assistance and disaster <br />relief organizations to promote community awareness <br />of emergency preparedness (e.g. citywide community <br />preparedness day). <br />6 - Enhance Public Safety integration, communications and <br />community outreach. <br />o c. Continue to develop and implement joint command <br />level training in collaboration with the Police <br />Department's Emergency Operations Coordinator. <br />Where Emergency Management Was <br />• EM program was previously housed within the Santa Ana Fire <br />Department. <br />• During the 2011 -2012 transition to OCFA, most EM efforts were <br />stopped or postponed and few records were retained after. <br />• From 2012 -2014, EM was a side duty added to existing staff in the <br />Police Department. <br />• Now able to transition back to a full -time EM program. <br />Where We'd Like To Go: EM Strategic Plan Part One <br />• Program Mission: <br />• The mission of the City of Santa Ana's Emergency <br />Management Program is to lead efforts to protect life, <br />property and the environment by developing, coordinating <br />and managing programs to prepare for, respond to, recover <br />from, and mitigate disasters and large -scale emergencies. <br />• 8 overall Program Goals: <br />• Hazard Analysis and Situational Awareness <br />• Program Development and Staff Training <br />• Administration and Authorities <br />CITY COUNCIL MINUTES 18 <br />1 0A -18 <br />MAY 5, 2015 <br />
