REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 19, 2015 <br />TITLE: <br />AGREEMENT WITH CALIFORNIA <br />PROFESSIONAL ENGINEERING FOR LED <br />STREETLIGHT IMPROVEMENTS <br />(STRATEGIC PLAN NO. 6, 1C) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 ®t Reading <br />❑ Ordinance on 2M Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with California Professional <br />Engineering, Inc., expiring on June 30, 2016, to rewire existing high - voltage streetlights and install LED <br />post top fixtures in an amount not to exceed $498,020, subject to nonsubstantive changes approved by <br />the City Manager and City Attorney. <br />DISCUSSION <br />The recommended action will allow the City to continue and complete the work awarded in 2014 to <br />California Professional Engineering, Inc., (CPE) for rewiring the last remaining high - voltage streetlight <br />circuit in the City located in the North Park and North Residential circuits. The rewiring will modernize the <br />system and upgrade the streetlights to energy efficient light- emitting diode (LED) lamps in existing historic <br />streetlight posts. <br />On June 17, 2014, the City Council awarded this same contract to California Professional Engineering, <br />Inc., the lowest bidder, in the amount of $512,450 (Exhibit 1). The City Council also approved two other <br />related actions. One was an agreement to purchase streetlight lamps from Powerlux in the amount of <br />$78,506, and the other was an agreement with Southern California Edison (SCE) for financing of up to <br />$202,349 toward project construction (Exhibit 2). All three agreements were intended to run concurrently <br />and be completed by March 31, 2015. <br />This streetlight improvement project has two distinct phases. In the first phase, SCE is required to <br />approve project plans after they are designed by CPE, and they must also energize the cabinets following <br />installation of the new service points. The second phase is the actual rewiring of the circuits and <br />installation of the streetlight lamps. Because SCE approvals took nearly 9 months, the contractor could <br />only complete the service cabinet installations. SCE has since energized the cabinets; however, the <br />contract expired before CPE could perform the re- wiring and streetlight lamp installation. <br />2513-1 <br />
