COUNCIL AGENDA ITEM <br />85B. REQUEST FOR REPAIRING AND REPAVING OF CENTENNIAL EDUCATION <br />CENTER AND CENTENNIAL PARK PARKING AREAS AND REQUEST TO <br />PREPARE A PLAN TO REPLACE OR REPAIR THE LIGHTING — Mayor Pulido <br />ACTION: Approve Rancho Santiago Community College District's (the "District ") proposal to <br />repave the parking lot at Centennial Park, followed by, developing plans to replace the lighting at <br />Centennial Park. <br />FISCAL IMPACT: The cost of repairing and repaving the parking lot is estimated to be <br />$167,000 fifty percent (50 %) to be paid for by the District and fifty percent (50 %) to be paid by <br />the City, pursuant to the terms of a "Reimbursement Agreement" to be negotiated with the <br />District. The District has agreed to initially pay for repaving of the parking lot and be reimbursed <br />later by the City for its portion of the cost, pursuant to the Reimbursement Agreement. The <br />District currently possesses a leasehold interest in the Centennial Park Center. The plan to <br />replace or fix the light poles at Centennial Park needs to be developed and the cost of preparing <br />the plan is minimal. The actual cost of replacing or repairing the lights at Centennial Park will be <br />part of the plan. The City is responsible for maintain the lighting at Centennial Park. The cost for <br />repairing and repaving the parking lot may also be offset by the Orange County Water District <br />pursuant to an existing Memorandum of Understanding between the City and the Water District. <br />NOTICING REQUIREMENTS: A Legal Notice is not required to be posted, published, or mailed <br />in regard to this matter, other than on a time posted Agenda. <br />REPORT SUMMARY: The City currently owns Centennial Park, and has granted the District a <br />license to use a portion of Centennial Park for certain classrooms which are known as the <br />Centennial Education Center. The parking areas and the lights in the parking areas are in need <br />of replacement or repair and are a safety hazard to the students that attend the Centennial <br />Education Center and the members of the public that visit the park. Pursuant to the City Charter, <br />Section 411, Mayor Miguel - Pulido, proposes that the City: (1) execute a Reimbursement and <br />Right of Entry Agreement with the District so that the District may make all necessary repairs to <br />the parking lot during the District's summer vacation period in accordance with the scope of work <br />attached hereto, and (2) provide the City Council with a plan to repair or replace the lights in <br />Centennial Park on or before the City Councils first meeting in September 2015. If the repairs <br />and repaving of the parking areas are not allowed to be made now, the District will have to wait <br />another year to make the repairs due to the scheduled classes. <br />ATTACHMENTS: A copy of the proposed scope of work to repair and repave the parking lots in <br />Centennial Park. <br />.• <br />
