RESOLUTION RELATED TO THE FINANCING OF EQUIPMENT, <br />INSTALLATION AND PARTNERSHIP COSTS FOR THE 800 MHZ <br />COMMUNICATIONS SYSTEM PROJECT {STRATEGIC PLAN NO. 1, 2}- Police <br />Department; Parks, Recreation and Community Services Agency; Planning and Building <br />Agency; and Public Works Agency <br /> <br />RECOMMENDED ACTIONS: <br /> <br /> <br />1.Adopt a resolution. <br /> <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />AUTHORIZING THE CITY MANAGER OR EXECUTIVE DIRECTOR OF <br />FINANCE TO ENTER INTO A TEN YEAR FINANCING AGREEMENT WITH <br />HOLMAN CAPITAL CORPORATION FOR FINANCING OF THE CITY’S <br />PORTION OF THE 800 MHZ COUNTYWIDE COORDINATED <br />COMMUNICATIONS SYSTEM BACKBONE UPGRADE FOR P25 <br />COMPLIANCE, EXECUTE AN ESCROW AGREEMENT, AND ANY <br />ASSURANCES AND/OR DOCUMENTS REQUIRED FOR SAID AGREEMENT <br /> <br /> <br />2.AGMT – Authorize the City Manager or the Executive Director of Finance to <br />enter into a ten-year agreement with Holman Capital Corporation (Holman) <br />commencing July 15, 2016 for an amount not exceed $1,125,086 for the purpose of <br />financing the Orange County 800 MHz project Partnership Costs for fiscal year <br />2015-16 and 2016-17, contract contingency, installation and programing of <br />equipment, and execute any assurances and/or documents required for said <br />agreement. <br /> <br /> <br />ADMINISTRATIVE MATTERS - BUSINESS <br /> <br />60A. REVIEW AND PROVIDE DIRECTION TO STAFF ON ROLES AND <br />RESPONSIBILITIES OF THE ENVIRONMENTAL AND TRANSPORTATION <br />ADVISORY COMMITTEE {STRATEGIC PLAN NO. 5, 1} - Public Works Agency <br /> <br /> RECOMMENDED ACTIONS: <br /> <br /> <br />1.Review the roles and responsibilities recommended by staff of the <br />Environmental and Transportation Advisory Committee. <br /> <br /> <br />2.Direct staff to coordinate with the City Attorney’s Office the development of <br />appropriate legal codes to ensure the Environmental and Transportation <br />Advisory Committee role is clear and follows the direction provided by the City <br />Council. <br />CITY COUNCIL AGENDA 9 MAY 19, 2015 <br /> <br /> <br />
