H. Aligned with the goals of restructuring the City's current Information <br />Services organization to reflect a progressive and responsive structure <br />that is focused on enhancing service delivery and reflects industry best <br />practices, the City Manager proposes the City's IT Assessment Steering <br />Committee recommendation to add the full -time classification title of Chief <br />Information Officer (EM) (see Exhibit A) in the Basic Compensation and <br />Benefit Plan for classes of employment designated as Unrepresented <br />Executive Management (EM), to advance the City's IT vision and <br />support the Information Technology Strategic Plan (ITSP) <br />5 -year Roadmap. <br />To assist in focusing our resources towards programs and activities with <br />the greatest potential to successfully achieve our budget vision and <br />purpose, the Executive Director of Finance and Management Services <br />proposed adding the full -time classification title of Budget Supervisor (AM) <br />(see Exhibit E) in the Position Classification and Pay Plan. <br />J. In order to provide an overall enhanced level of communication and <br />effectiveness with labor relations and risk management, the Executive <br />Director of Personnel Services proposes adding the following full -time <br />classification titles to the Position and Classification Pay Plan: <br />1. Employee Relations Manager (MM) (see Exhibit E) will respond to <br />increased workload demands in the area of labor relations due to more <br />frequent (biennial) contract negotiations and the sole use of in -house <br />negotiators. This position will serve as chief negotiator assigned to <br />certain bargaining units, write and consolidate contract language, and <br />respond to labor and employee relations issues on an on -going basis; <br />and, <br />2. Risk Management Coordinator (UC) (see Exhibit B) will provide a level <br />of analysis and technical expertise beyond the scope of the City's <br />current job classification assigned to coordinate liability claim <br />investigation and resolution functions, insurance procurement and loss <br />control activities. <br />K. In order to enhance project and service delivery and achieve operating <br />efficiencies through improved alignment between titles and evolving <br />business processes throughout the Public Works Agency, the Executive <br />Director of Public Works proposes adding the following full -time <br />classification titles to the Position and Classification Pay Plan: <br />75A -1 -8 <br />
