Section 415. ORDINANCES: EMERGENCY. Any ordinance de- <br /> clared by the City Council to be necess ~a~y as an emergency measure <br /> for preserving the public peace, health,, or safety, and containing a <br /> statement of the reasons for its urgency, may be introduced and adopted <br /> at one and the same meeting Jf passed by at least four affirmative votes. <br /> <br /> Section 416. ORDINANCES: PUBLICATION. The Clerk of the <br /> Council shall cause each ordinance to be published at least once in the <br /> official newspaper within fifteen days after final adoption. <br /> <br /> Section 417. ORDINANCES: WHEN EFFECTIVE. Ne ordinance <br /> finally adopted under the provisions of this Charter shall become effec- <br /> tive until thirty days from and after the date of its final adoption except: <br /> (a) An ordinance calling or otherwise relating to an election; <br /> (b) An improvement proceeding ordinance adopted under some <br /> law or procedural ordinance; <br /> (c) An ordinance declaring the amount of money necessary to be <br /> raised by taxation, or fixing the rate of taxation, or levying the annual <br /> tax upon property; <br /> (d) An emergency ordinance adopted in the manner provided for <br />in this Charter. <br /> All ordinances of any of the cla~sos heretofore excepted by this <br />section shall take effect upon tho date of publication er posting. <br /> <br /> Section 418. ORDIhlANCES: AMENDMENT. The amendment of <br />any section er sections of an ordinance may be accomplished solely by <br />the re-enactment of such section or sections at length, as amended. <br /> <br /> Section 419. ORDINANCES: CODIFICATION. Any or all ordi- <br />nances of the City which have been enacted and published in the <br />manner required at the time of their adoption and which have not been <br />repealed, may be compiled, consolidated, revised, indexed, and <br />arranged in a comprehensive ordinance code, and such code may be <br />adopted by reference by the passage of an ordinance for such purpose. <br />Such code need not be published in the manner required for other ordi- <br />nances, but not less than three copies thereof shall be filed for use and <br />examination In the office of the Clerk of the Council prier to the adoption <br />thereof; and, in lieu of the publication of the ordinance, there shall be <br />published a notice in the official newspaper describing the ordinance in <br />brief and in general terms and stating that the code is available for <br />public inspection at the office of the Clerk of the Council, together with <br />the time and place when and where it will be considered for final <br />passage. Ordinances codified shall be repealed as of the effective date <br />of the code. Subsequent amendments to sections of the code shall be <br />enacted in the same manner as herein required for the amendment of <br />ordinances generally. <br /> Detailed regulations pertaining to any subject such as the construc- <br />tion of buildings, plumbing, wiring, or other subjects which require <br />extensive regulations, aftE~r having been arranged as a comprehensive <br />code, may likewise be adopted by reference in the manner provided in <br />this section. <br /> <br /> Section 420.
