DIRECTOR OF PUBLIC WORKS: POWERS AND DUT* <br /> lES. To become eligible for the position of Director of Public Works, <br /> tho person appointed by the City Manager subject to the civil service <br /> provisions of this Charter shall be duly licensed as · registered civil <br /> engineer under the laws of the St·to of California and bo qualified to <br /> · dminister and direct an integrated department of public works. The <br /> Director of Public Works shall have power and bo required to: <br /> <br /> (·) Have charge of the administration of the public works affairs <br />of the City under the direction of the City Minas·r; <br /> (b) Have the powers and perform tho duties, in person or by <br />deputy, imposed by law upon tho Street Superintendent and the City <br />Engineer; <br /> <br /> (c} Direct all of the engineering work of the City, whether it is <br />performed by the forces of the City or by outside contractors, in making <br />the necessary preliminary, construction, and general surveys and in pre- <br />paring designs, plans, estimates, and specifications for public works <br />improvements and betterments; keep the engineering records of the <br />City; sod perform the engineering work requested by other departments <br />of the City; <br /> <br /> (d) Conduct research in public works methods, procedures, prac- <br />tices, and equipment, ·nd develop better ·nd more efficient me·ns of <br />conducting the work of the department; <br /> <br /> la) Supervise tho public works improvements and betterments of <br />the City; whether such construction work is done by contractors nr by <br />the forces of the City, except for certain specialized kinds of construciton <br />work that can, es designated by the City Manager, be better handled <br />by other City departments; <br /> <br /> (fl .Supervise the operation and maintenance of the water supply <br />and distr~bution systems of the City, and generally manage the water <br />utility operations; <br /> <br /> (gl Operate and maintain the sanitary and storm water sewer <br />~ystems Qf the City; <br /> <br /> <br />
