Section 910. PLANNING COMMISSION: POWERS AND DUTIES. <br />The Planning Commission shall hive power end be required to: <br /> (a) Prepare and mlintlln a mister plln for the physlcll develop- <br />ment of the City and of any lind out'side the boundlries thereof which, <br />in the Commission's judgment bears relition to the pllnning for the <br />physicll development of the City, including a generll plan for streets <br />and highwlys, end submiI such pile innuilly to the City Council for <br />considerition and ipproval; <br /> <br /> (b) Make studies and plies for future civic lind use, including <br />use es public recreation facilities; <br /> <br /> (c) Prepare · ton.yelr clpitil improvement program, revised <br />nuelly, which shall set forth ill of the cipitsl improvements contem- <br />plated by the several offices, deplrtments, end other agencies of the <br />City according to a logical order of priority with tho amount of funds <br />required for each capital improvement end the pllnned method of <br />financing ltd submit such a program annually to the City Manager <br />the City Council; <br /> <br /> (d) Exercise such functions is to lind subdivlsions, zoning, end <br />other City plinning Is may be prescribed by ordinance; <br /> <br /> (o) gy its own motion, mike such studlee end Invesfigltlons es it <br />rely deem necessary for the formulition of planning lad land use <br />policies end report its findings ind recommendations to the City Council <br />.or tho City Manager, or to both such authorities, es il may see fit. <br /> <br /> Section 911. PERSONNEL gOARD. Tho Personnel Board shall <br />consist of s~ven mmv:bors to bo appointed by the City Council from the <br />qualified electors of the City. None of the members shall hold public <br />office or employment or be · candidate for any other public office or <br />position, be in officer of any local, staid, or nltional partisan poiltical <br />club or organization, or, while I member of the Personnel Board or for <br />· period of one year after he has ceased for any reason to be a member, <br />be eligible for appointment to any salaried office or employment in the <br />service of the City, or to any City elective office. <br /> <br /> Section 912.
