year provided that the Personnel Board upon application of the <br /> City Manager and after public notice and hearings recommends to <br /> the City Council such exemption and the City Council grants such <br /> exemption by motion adopted by four of its members. Any such <br /> exemption shall not affect the tenure of any person whose appoint- <br /> ment has become final under civil service; <br /> 11. Part-time positions or employments requiring less than <br /> twenty regular hours of employment per week; <br /> <br /> 12. School crossing guards, <br /> <br /> {b) The Competitive Service shall comprise all positions not <br />specifically included by this Section in the Excepted Service. <br /> (c) Any person who, on the effective date of this Charter, holds <br />a position or employment included in the Competitive Service as defined <br />in this Section or who is on an eligible or re-employment list for a post- <br />tion or class of position in such Competitive Service, shall retain all <br />status previously held prior to the effective date of this Charter En such <br />position, employment, eligible list, or re-employment list. <br /> <br /> (d) The person holding the position of City Clerk, City Treasurer, <br />or City Marshal, each formerly an elective ofllcer, if he shall hive served <br />continuously in such position for the period of six months immediately <br />prior to such effectiv.e date, shall assume regular status in the Competi- <br />tive Service under thts Chartar~ec to the person formerly holding the <br />position of City Clerk, in the position of Clerk of the Council; as to the <br />person formerly holding the position of City Treasurer, in a position <br />hiving similar duties in the department headed by the Director of <br />Finance; and as to the person formerly holding the position of City <br />Marshal, in a position of Chief of Police, the duties of which position <br />shill be prescribed by the City Council by ordinance. <br /> Section 1003. APPOINTMENTS FROM COMPETITIVE SERVICE TO <br />EXCEPTED SERVICE. In the event an ofllcer or employee of the City <br />holding a position in the Computitive Service is appointed to a position <br />in the Excepted Service, and should subsequently be removed therefrom, <br />he shall revert to his former position in the Competitive Service without <br />loss of any rights or privileges and upon the same terms and conditions <br />ss if he had remained in said position continuously. <br /> <br /> Section 1004. POSITION CLASSIFICATION AND PAY PLAN. The <br />City Manager shall prepare, install, and maintain a position classification <br />and pay plan covering all positions in both the Competitive and the <br />Excepted Services of the City, subject to civil services rules and regula- <br />tions and the approval of the City Council. <br /> <br /> Section 1005. RECRUITMENT AND EXAMINATIONS. Examina- <br />tions of applicants for positions in the Competitive Service shall be pract- <br />ical and relate to those matters which fairly test the relative capacity of <br />the applicants to discharge the duties of the positions to which they seek <br />lo be appointed. <br /> <br /> No person may be an applicant who is not a citizen of the United <br /> --32-- <br /> <br /> <br />
