office ahall, directly or Indirectly, solicit Iny assessment, subscription, or <br />contribution, whether voluntary or involuntary, for any political candl- <br />date, from anyone on an eligible fist or holding any position in the serv- <br />ice of the City, excepting elective officers and members of appointive <br />boards and commissions. <br /> <br /> No person shall willfully or through culpable negligence mike any <br />false statement, certificate, mark, rating, or report in regard to any <br />application, test certification, or appointment held or made under the <br />provisions of this Article or in any manner commit or attempt any. fraud <br />preventing the impartial execution of such provisions or of the rules and <br />regulations made hereunder. In addition to the penalties provided for in <br />this Charter for violaiTons of its provisions~ any person who by himself <br />or with others willfully or corruptly violates any of the provisions of this <br />Article shall upon conviction thereof be ineligible for a period of thro~ <br />years for employment in the service of the City and shall immdiately <br />forfeit his office or position if he be an officer or employee of the City. <br /> <br /> Sect/on 101 i. CONTRACT FOR PERFORMANCE OF ADMINSTRA. <br />TIVE FUNCTIONS. The City Council, upon recommendation of the City <br />Manager, may contract with the governing body of any other city or of <br />any county within this state, or with any state department or other state <br />agency for the preparing or conducting of competitive exsmlnations for <br />positions in the service of the City or for the performance of any other <br />personnel administration service. <br /> <br /> ARTICLE XI <br /> GENERAL PROVISIONS <br /> Section 1100. INVESTIGATIONS BY THE CiTY COUNCIL OR CITY <br />MANAGER. The City Council, the City MInager, or any person or com. <br />mlttee authorized by either of them, shall have power to inquire into the <br />conduct of any office, department, agency, or officer of the City and to <br />make investigations as to City affairs, and for that purpose may <br />subpoena witnesses, administer oaths, and compel the production of <br />books, papers, and other evidence. <br /> <br /> Section 1101. PUBLICITY OF RECORDS. All records and accounts <br />of every office, department, or other agency of the City shall be open to <br />inspection by sny citizen, any representative of a citizens' organization, <br />ur any representative uf tho press at a~l reasonable times and under <br />reasonable regulations established by the City Manager, except records <br />and documents the disclosure of which wou~d tend to defeat the lawful <br />purpose which they are intended to accomplish. <br /> <br /> .Section 1102. ILLEGAL CONTRACTS, FINANCIAL INTEREST. No <br />member of the City Council or officer of the City shall be financially in- <br />terested, directly or indirectly, in any contract, sa/e, or transaction to <br />which the City is a party. <br /> <br /> No member of any board or commission shall be financially inter- <br />isled, directly or indirectly, in any contract, sale, or transaction to which <br />the City is a party and which comes before the board or commission of <br /> <br /> <br />
