CHARTER OF THE CITY OF SANTA ANA <br /> <br /> We, tho people of the City of Santa Ana, State of California, do <br />ordain end establish this Charter as the organic law of the City of Santa <br />Ana under the Constitution of the State of California. <br /> <br /> ARTIC~.E I <br /> INCORPORATION AND SUCCESSION <br /> Section 100. NAME OF CITY. The City of Santa Aha shell con- <br />tinue to be · muncipal body politic end corporate and shall be <br />possessed of all of the property and interest of which it wes possessed <br />at the time this Charter takes effect. <br /> <br /> Section 101. BOUNDARIES. The boundaries of the City shall be <br />tho boundaries as established at the time this Charter takes effect, with <br />the power and authority to change the same being as provided by law. <br /> <br /> Section 102. FIRST FISCAL YEAR. The first fiscal year shall begin <br />on the first day the provisions of this Charter become effective and shall <br />end on the last day of the following June, end the succeeding fiscsl <br />years shall end respectively on the I.ist day of June in each succeeding <br />year. <br /> <br /> Section 103. RIGHTS OF OFFICERS AND EMPLOYEES PRESERVED. <br />Nothing in this Charter contained, except es specifically provided, shell <br />affect or impair the rights or privileges of officers or employees of the <br />City in relation to personnel, appointment, ranks, grades, tenure of <br />office, promotion, removal, pension and retirement rights, civil rights, or <br />any other rights or privileges of officers or employees of the City or any <br />office, department, or agency thereof. <br /> <br /> Section 104. CONTINUANCE OF PRESENT OFFICERS AND EM- <br />PLOYEES. All officers and employees of tho City at the time this <br />Charter takes effect shall continue in the performance of their duties <br />until provision shall have been made In accordance with this Charter <br />for the performance or discontinuance of such duties. <br /> <br /> Section 105. TRANSFER OF RECORDS AND PROPERTY. All <br />records, property, and equipment of any office, department,' or agency, <br />or part thereof, all of the powers and duties of which ere assigned to <br />any other office, department, or agency by this Charter, shall be trans- <br />ferred and delivered to the office, department, or agency to which such <br />powers and duties are so assigned. If part of the powers and duties of <br />any office, department, or agency, or part thereof is by this Charter <br />assigned to another office, department, or agency, all records, property, <br />and equipment relating exclusively thereto shall be transferred and <br />delivered to the office, department, er agency to which such powers <br />and duties are so assigned. <br /> <br /> Section 106. RIGHTS AND LIABILITIES. The City of Santa Ana, <br />as successor in interest of the municipal corporation of the same name, <br />shall own, possess, control, and in every way succeed to and become the <br />owner of all rights and of all property of every kind and nature owned, <br /> <br /> --5-- <br /> <br />¸il, <br /> <br /> <br />
