(cont'd) <br />(5) Number of certified teachers employed full time - <br />Five instructors with the Santa Ana Fire Department <br />are fully certified by the State Fire Marshall and <br />the California Fire Service Training and Education <br />System. There will be approximately ten outside <br />guest or in -house certified Santa Ana Police <br />Department instructors, who are certified by Police <br />Officers Standards and Training. <br />(6) Not applicable. <br />C. Not applicable. <br />D. Pending <br />E. For at least the past four years, the City has searched <br />for an appropriate site for a police /fire training <br />facility. The City has considered several alternatives. <br />The need for the facility has steadily increased while <br />the available options have decreased. Continued urban <br />development in Santa Ana has considerably reduced avail - <br />- able vacant land. The City is substantially built out <br />and has had to carefully evaluate the highest and best <br />use of each City — owned and operated land parcel. <br />Among the various considerations which failed for various <br />reasons were a proposed joint -use facility at the E1 <br />Toro Marine base and three subsequent efforts to locate <br />a training facility in the City. A joint City Yard <br />training facility proposal failed due to neighborhood <br />opposition. A proposed facility at Standard Steet and <br />Garfield Street later became a federal foreign trade <br />zone thereby changing the highest and best use from a <br />training facility to an industrial. A proposed joint <br />use facility with the City of Costa Mesa failed to be <br />fully developed. <br />After careful and thorough evaluation of each alterna- <br />tive, the City determined that the site with the highest <br />and best use for a training facility is the Centennial <br />Park site. When the City acquired the land in 1969, the <br />original plans for the. proposed site included a holding <br />yard, storage area, and a parking lot. The property, <br />adjacent to the southwest corner, is and has been for <br />the last 20 years heavy industrial. Currently the <br />property is used by chemical companies, warehouses, <br />manufacturers and other industrial companies. These <br />uses are all compatible with the proposed training <br />facility. <br />
