Award a contract to Eagle Engineering & Development, Inc., the lowest responsible bidder, in <br />accordance with the Base Bid plus Add Alternate 1, totaling $1,342,612.13, for the Roadway <br />Rehabilitation on McFadden from Newhope to Harbor, on Civic Center from Main to <br />Spurgeon, and on Memory Lane from Main to North City Limits Project. <br />2. Approve the Project Cost Analysis for a total estimated project delivery cost of $1,772,000. <br />DISCUSSION <br />Approval of these recommended actions will allow for construction of street repairs on McFadden <br />Avenue, Civic Center Drive, and Memory Lane that were approved in the City's Capital <br />Improvement Program for Fiscal Year 2014 -15. This phase of the Arterial Street Repair Program <br />continues the rehabilitation of arterial streets throughout the City. The recommended arterial <br />street segments, located in the two northern city quadrants (Exhibit 1), have been identified by <br />the City's Pavement Management System as high priority arterial streets in need of rehabilitation. <br />These arterial streets have deteriorated due to weather, age, and heavy usage. The <br />improvements include removal and replacement of failed asphalt concrete pavement and <br />replacement of damaged concrete curbs, gutters, sidewalks, cross gutters, and curbs ramps. <br />A major improvement to McFadden Avenue is the installation of bike lanes along this east -west <br />corridor. In addition to extending the life of the pavement, the combined projects will enhance the <br />ride quality, surface drainage, and appearance of the streets, while improving mobility and active <br />transportation options. <br />23B -1 <br />
