q <br />4 <br />REQUEST FOR <br />O p <br />COUNCIL !, <br />CITY COUNCIL MEETING xIM ",y,N <br />r • CLERK OF COUNCIL <br />JUNE 16, 2015 <br />TITLE: APPROVED <br />AGREEMENT WITH LEXIS NEXIS ❑ As Recommended <br />FOR ONLINE SEARCHING SERVICES ❑ As Amended <br />FOR USE IN LAW ENFORCMENT [I Ordinance on Reading <br />El Ordinance on `� Reading <br />INVESTIGATIONS (STRATEGIC ❑ Implementing Resolution <br />PLAN NO. 1, 5) ❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />CITY MANAG <br />Authorize the City Manager and Clerk of the Council to execute an agreement with LexisNexis <br />Risk Solutions FL Inc., commencing February 1, 2015, for information services in an amount not <br />to exceed $49,968, subject to non - substantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />Since July 2004, the Santa Ana Police Department has been using information provided by Lexis <br />Nexis to investigate crime in the City. Beginning in May 2008, the Department began using the <br />vendor's Accurint for Law Enforcement Plus system as a key investigative tool. This system <br />aggregates data from various data sources to help investigators find individuals. <br />Most recently, the City entered into an agreement (N -2014 -109) with Lexis Nexis to provide <br />access to their data via the Accurint for Law Enforcement Plus system. This agreement expired <br />on January 31, 2015. The renewal of this agreement was delayed as staff considered adding <br />new features and functionality, and worked through some contract issues. However, Lexis Nexis <br />has allowed the Police Department to continue using the system since February 1. The Santa <br />Ana Police Department wishes to enter into a new the agreement to continue using this tool. The <br />terms of the agreement allow the Department to perform $8,328 worth of searches each month <br />for a flat, monthly fee of $2,082. Over the two -year period of this agreement, this will total <br />$49,968. The agreement term will run from February 1, 2015, through January 31, 2017. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal # 1 Community Safety, Objective <br />#5, (provide high quality Police and Fire /Emergency Medical Services response within the City of <br />Santa Ana). <br />25C -1 <br />
