Council discussion ensued <br />Councilmember Amezcua, thanked Mr. White and request consideration in <br />the Fall when surplus funds are reallocated; need community input on <br />proposal; consider use of part -time position to manage labor relations. <br />Executive Director of Personnel Services, Ed Raya, clarified need for <br />Labor Relations Manager. <br />Councilmember Reyna, asked about the workload and need for full -time <br />position for labor negotiations. <br />Councilmember Tinajero, opposed to full time position when the City has <br />contracted labor relations in the past at a cost of $75,000 in comparison to <br />$220,000 for full -time position. <br />Mayor Pro Tern Sarmiento, commented on successful negotiations and <br />use of contractor to deal with difficult negotiations. <br />Councilmember Martinez, commented on transparency and concern that <br />members of the community, specifically Mr. White's request for capital <br />improvements at Riverview Park not included in the budget; currently the <br />community does not include resident's priorities and not given opportunity <br />to present for consideration; supports "Participatory Budgeting" and allow <br />residents to set priorities, noted that in 2013 the City Council allocated <br />funds for the General Plan Updated but realized that funds not spent and <br />included in City's Reserve account without City Council approval; Policy <br />does not allow for inter -fund transfers without Council approval — decisions <br />should not be staff driven. Commented on classifications and need to <br />include in Trial Budget; requested explanation on allocation for Special <br />Assistant to the City Manager since it is not included in the budget; <br />requested position by added to the budget. <br />City Manager Cavazos, noted that position in under - filling Deputy City <br />Manager position; requested that budget be reduced by difference if <br />Council Policy is to maintain the Special Assistant to the City Manager <br />position. <br />Councilmember Martinez, asked about Strategic Plan carryover funds. <br />Executive Director of Finance and Manager Services, Francisco Gutierrez, <br />noted that approximately $2.5 million ongoing expenses and $545,000 are <br />one -time cost. <br />Councilmember Martinez, requested clarification on inter -fund transfers; <br />indicated that staff explanation not well- defined. <br />CITY COUNCIL MINUTES 28 JUNE 2, 2015 <br />1 OA -28 <br />
