concerned with Labor Relations Manager position and need for <br />experienced Deputy City Manager; suggest use of Labor Relations <br />Manager position funds moved to planning counter staff; need robust <br />economic development to capitalize and market the City; supports <br />elimination of Council Liaison position and joint use funding with the Santa <br />Ana Unified School District; lastly, commented on inclusion of proposed <br />cost of living increase in the budget, favors flexibility. <br />City Manager Cavazos, summarized City Council requests: eliminate <br />Labor Relations Manager position; addition of $150,000 for economic <br />development; and $150,000 for way- finding. <br />Mayor Pro Tern Sarmiento, supports funding for South Main Corridor <br />improvements; request identification of unfunded requests. <br />City Manager Cavazos, indicated that request from Riverview <br />neighborhood may be discussed in Fall when additional funds available. <br />Mayor Pulido, commented on need for process improvements at the <br />Planning Counter; supports addition of 2 positions; staff to return with <br />recommendations to streamline permit process. <br />City Manager Cavazos, noted that new Planning Director will evaluate <br />needs and return with recommendations. <br />MOTION: Continue consideration of matter to the June 16, 2015 City <br />Council meeting to allow staff to include Council directives and <br />provide options for consideration. <br />MOTION: Pulido SECOND: Martinez <br />VOTE: AYES: Amezcua, Benavides, Martinez, Pulido, Reyna, <br />Sarmiento, Tinajero (7) <br />NOES: None (0) <br />ABSTAIN: None (0) <br />ABSENT: None(0) <br />7513.
