Request for Qualifications for Housing Financial <br />Analytical and Advisory Services <br />The affordable housing areas in which KMA provides services include the following: <br />Layering and Leveraging Analyses - KMA prepares market and financial analyses <br />to quantify the appropriate level of client assistance to a project. We evaluate the impact of <br />burdens and incentives on affordable housing programs and advise on all aspects of project <br />financing, including the use of available outside funding and assistance sources KMA has <br />extensive experience preparing HOME layering analyses under the new HOME final rule. <br />Developer SoiicitationlSeiection - KMA assists clients 16 the evaluation and <br />selection of developers for affordable housing projects. The evaluation typically includes a <br />thorough review of the developer's prior experience and that of the development team, Its <br />financial strength and property management expertise. <br />Zncluslocaary Housing Programs - KMA analyzes the financial impact associated <br />with requiring private sector residential developers to set aside units for very -low, low and <br />moderate income households. These analyses quantify the net economic detriment created by <br />the inclusionary requirement, after consideration of the benefits associated with various <br />incentives being offered by public entities. KMA has evaluated the financial impacts on both <br />rental and ownership housing and assisted cities in drafting inclusionary housing ordinances <br />and implementation documents as well as participating in the public hearing approval process. <br />Policies and Procedures ores Maa uals •- KMA has written policies and procedures <br />manuals for clients to ensure compliance with HOME Program regulations as well as developed <br />programs for the use of HOME Program funds. In addition, KMA has prepared policies and <br />procedures manuals to implement inclusionary housing programs and programs funded by the <br />NSP. <br />SB 341 Affordable Housing Reports — KMA has prepared a template to be used <br />by Housing Successor staff to prepare the required annual SB 341 report. in addition, KMA also <br />prepares the report for housing successor agencies. <br />Compliance Monitoring - Affordable rental housing is typically funded with a variety of <br />layered funding sources. These sources impose income and affordability restrictions that <br />require clients to monitor compliance of the relevant affordable standard, KMA's experience <br />includes structuring housing projects funded with multiple assistance sources and monitoring <br />the completed projects to ensure continuing compliance with the income and affordability <br />covenants. <br />Residual Receipts Calculation and compliance _ KMA has assisted clients in <br />the evaluation of affordable housing operations and ensuring compliance with residual receipts <br />loan repayment terms.
