Request for Qualifications for Housing Financial <br />Analgytilccal and Advisory Services <br />City of Orange / Santa Zees Viflaa and Lemon Grove Apartments <br />KMA prepared a HOME layering analysis for the proposed 42 -unit Santa Ines Villas <br />senior citizen apartment project. The KMA analysis was performed in accordance <br />with the HOME final rule, and it included an evaluation of the developer's cost <br />projections; rent and operating expense estimates; and the proposed funding <br />sources. The proposed funding sources included conventional financing, 9% <br />LIHTCs, and MHSA funds. KMA quantified the amount of HOME funds required to <br />ensure the affordability of the project, and reviewed and evaluated the financial <br />wherewithal of the developer to undertake the proposed project. <br />KMA prepared a HOME layering analysis and SB 341 analysis for the proposed 82 - <br />unit Lemon Grove Apartments project. The project is proposed to be financed with <br />tax-exempt multifamily bonds/4% LIHTCs, Bank of America subordinate debt, a <br />deferred Developer Fee, Set -Aside funds and HOME Community Housing <br />Development Organization (CHDO) Funds <br />KMA Work Completed: 2013 and 2015 <br />Contact Person: Mary Ellen Laster, Senior Housing Manager <br />Telephone Number: 714.744.7211 Email: mlaster@cityoforange.org <br />City of Santa Monica / Vi fage Site <br />KMA assisted the City of Santa Monica in the developer selection and <br />Implementation process for the development of affordable rental housing, market <br />rate ownership housing, and retail uses on a 3.77 -acre property. KMA assisted the <br />City in drafting a RFQ, evaluating the 16 responses to the RFQ, drafting the <br />financial component of RFPs that was distributed to the three finalist developers, <br />evaluating the responses, and participating in the developer interviews.
