HUD has acknowledged that it <br />may not be cost-effective or reasonable to obtain third-party verification of income, assets, or <br />expenses when these items would have a minimal impact on the family’s total tenant payment. <br /> SAHA Policy <br />If the family cannot provide original documents, SAHA will pay the service charge <br />required to obtain third-party verification, unless it is not cost effective in which case a <br />self-certification will be acceptable as the only means of verification. SAHA also will <br />determine that third-party verification is not available when there is a service charge for <br />verifying an asset or expense. The cost of verification will not be passed on to the <br />family. <br /> <br />The cost of postage and envelopes to obtain third-party verification of income, assets and <br />expenses is not an unreasonable cost [VG. P. 18]. <br /> <br />Primary Documents <br /> <br />Third-party verification is not required when legal documents are the primary source, such as a <br />birth certificate or other legal documentation of birth. <br /> <br />Imputed Assets <br /> <br />HUD permits PHAs to accept a self-certification from a family as verification of assets disposed <br />of for less than fair market value [HCV GB, p. 5-28]. <br />SAHA Policy <br />SAHA will not accept a self-certification from a family as verification of assets disposed <br />of for less than fair market value. <br /> <br />5-23
