Councilmember Amezcua, seconded the motion. <br />Councilmember Martinez, requested clarification on management merit <br />performance bonus for executive managers. Stated for the record that <br />she is not in support of the performance pay due to inequity with other <br />groups that are only receiving 2.5% cost of living increases; also, not in <br />support of any water transfers to general fund. Supports balance of the <br />budget as proposed. <br />City Manager Cavazos, noted that pay for performance program <br />previously approved by the City Council; proposed budget is for cost of <br />living increases only. <br />Councilmember Benavides, commented on need to prioritize before re- <br />allocation of surplus funds; supports Strategic Plan efforts, economic <br />development and infrastructure improvements. <br />Mayor Pro Tern Sarmiento, thanked staff for proposed budget; asked that <br />any cost of living increases (COLA) above 2.5% needs to be tied to merit <br />or achievement criteria; should not be defacto. <br />City Manager Cavazos, indicated that incentives and performance based <br />models will be evaluated. <br />Councilmember Reyna, commended staff for implementing police body <br />cameras. <br />Mayor Pulido, opined that revised budget is significantly better than <br />original such as increased staffing in Planning and Building Agency. <br />Recorded a "No Vote" on inclusion of 2.5% COLA increases across the <br />board but support balance of the budget. Would like to consider defer <br />maintenance and programming at parks in the Fall such as adding 2 <br />tennis courts at Cabrillo Tennis and adding skate parks. <br />Councilmember Amezcua, expressed support for improvements at <br />Riverview Park to be considered in the Fall. <br />MOTION: <br />1. Place ordinance on first reading and authorize publication of title. <br />ORDINANCE NO. NS -2878 - AN ORDINANCE OF THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA APPROPRIATING MONIES <br />TO THE SEVERAL OFFICES, AGENCIES AND DEPARTMENTS OF <br />THE CITY FOR FISCAL YEAR BUDGET PERIOD COMMENCING <br />JULY 1, 2015 <br />*`Mayor Pulido and Councilmember Martinez voted "No" on specified <br />sections of the budget as noted in discussion above. <br />CITY COUNCIL MINUTES 7 JUNE 16, 2015 <br />1 0A -7 <br />
