REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JULY 7, 2015 <br />TITLE: <br />SANTA ANA/GARDEN GROVE <br />STREETCAR MOU <br />(NON- GENERAL FUND) <br />(STRATEGIC PLAN NOS, 3,2C; 3,4131; <br />6, 1G) <br />CITY MANAGER 0 <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1a' Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager to execute a Memorandum of Understanding between the Orange <br />County Transportation Authority and the City of Santa Ana, subject to non - substantive changes <br />approved by the City Manager and the City Attorney, that defines the understanding of the <br />general terms, conditions, and funding responsibilities for the design, right -of -way acquisition, <br />construction, and operations and maintenance of the Santa Ana /Garden Grove Streetcar Project. <br />DISCUSSION <br />The Orange County Transportation Authority (OCTA) Go Local Program was initiated in 2006 as <br />a process to provide transportation options which are conceived at the local level. That program <br />was a partnership between OCTA and local agencies, and the process was anticipated to foster <br />local transit connectivity and extend the reach of Metrolink. In addition, the process was a <br />competitive one between local agencies to help identify the best projects for funding <br />consideration. <br />The Santa Ana /Garden Grove Streetcar Project was one of two fixed rail projects selected to <br />proceed to a Feasibility Study, which was completed in 2007. In fall 2009, OCTA and the City <br />authorized development of an alternatives analysis and a draft environmental impact report <br />(DEIR). Analysis continued through early 2014 with DEIR release for public comment on May 23, <br />2014. After a 45 -day review, the public comment period ended on July 7, 2014.
