Section 3 —State Changes and Initiatives 12014 <br />FY14 SHSP While the State Homeland Security Strategy broadly describes goals, <br />Priorities objectives, and implementation steps, the State's priorities for FY14 <br />HSGP are: <br />1. Interoperable Communications <br />2. Catastrophic Planning <br />3, Citizen Preparedness and Participation <br />4. Medical Surge <br />S. Critical Infrastructure Protection <br />6. Mass Prophylaxis <br />7, Training for First Responders <br />8.
