Assembly member Tom Daly and Orange County Fire Authority (OCFA) <br />Chair to discuss Bill; or agendize matter for consideration by the <br />Legislative Council Committee. <br />Councilmember Tinajero, expressed support for Councilmember <br />Amezcua's position. <br />*Councilmember Tinajero ended the teleconference at 6:33 p.m. <br />Mayor Pulido, noted that OCFA has been uneventful recently; opined that <br />smaller board would more manageable; had met with leaders from the <br />City of Irvine to advocate board streamlining; supports representation from <br />smaller city on a rotational basis; Bill going through committees — <br />important to take position rather than agendize for council committee <br />review; motion to support amended Bill in current form. <br />Councilmember Amezcua, indicated that smaller donor cities considering <br />terminating contract with OCFA if Bill approved; also, clarified for the <br />record that Irvine City Council has remained neutral on the Bill. <br />Councilmember Benavides, noted that as a former board member had <br />difficulty reaching consensus with such a large body; Bill provides <br />opportunity to realign; also, noted that Assembly member, prior to <br />authoring Bill, met with representatives in his jurisdiction. <br />Councilmember Reyna, noted that former board members had not <br />approached Assembly member to author Bill; supports option to agendize <br />matter before the Legislative Committee to review matter and make <br />recommendations for City Council consideration. <br />Councilmember Amezcua, proposed substitute motion. <br />Mayor Pro Tern Sarmiento, noted that other members have voiced <br />concern with current structure; proposed that if not time sensitive agendize <br />matter before the Legislative Committee, if so take a position to be <br />modeled after Orange County Transportation Authority; important that <br />Santa Ana's representation on the Board not be diminished. <br />Assistant to the City Manager, Mark Lawrence indicated that City had <br />recently taken formal position to support Assembly Bill. <br />Councilmember Amezcua, indicated that she was not sure if matter <br />scheduled for committee review, however, California League of Cities has <br />opposed the Bill. <br />Mayor Pulido, opined that no compelling reasons have been provided to <br />schedule matter before the Legislative Committee; supports position to <br />CITY COUNCIL MINUTES 9 JUNE 16, 2015 <br />
