*fte <br />o PUBLIC COMMENTS: <br />• Edgar Vasquez supported the need to create another synthetic turf <br />field. He indicated a natural turf filed needs to dry out after a rain, <br />whereas a synthetic turf field is ready to use right after a rain. Any <br />extra fee is worth it to have another synthetic turf field. <br />MASTER JOINT USE AGREEMENT <br />• Mr. Ono Admin. Services Manager presented a summary of the Master <br />Joint Use Agreement along with a summary of the Joint Use sites. The <br />Master Joint Use Agreement will have various supplemental agreement <br />of each site. <br />• Mr. Mouet, Exec. Director indicated the draft agreements will be brought <br />back to the Joint Policy meeting in spring. <br />• Council member Tinajero asked if the board voted on terminating the <br />Valley Joint Use Agreement. <br />• Board member Palacio asked if these are the only joint use sites, and <br />maybe we should include other sites. <br />• Council member Amezcua indicated Kennedy has a large lot that can be <br />used for a joint use soccer field. <br />• City Manager Cavazos asked if there is a possibility of a Joint Use <br />Agreement on City Wi -Fi. <br />• Board member Iglesias asked if there is a Joint Use Agreement for the <br />Library. <br />• Council member Tinajero indicated we did this through the <br />implementation of the library initiative, and kept libraries open at Santa <br />Ana, Valley, Century, and other schools. Don't know if there was a <br />commitment to promote the program. <br />• Board member Palacio indicated we can design school sites with a <br />separate public access to a library portion of the school. There are <br />examples already at other cities. We need to identify the mechanics. <br />• Mr. Mouet, Exec. Director indicated we are designing an e- library at <br />Roosevelt/Walker site. <br />• Council member Tinajero indicated we have students without computers, <br />so this is a great opportunity. <br />MAIN AND WALNUT/TRAFFIC SAFETY ISSUE <br />• Council member Amezcua indicated the Main/Walnut area is a problem <br />with traffic backup. The traffic lights should be synchronized. <br />• City Manager Cavazos indicated the city will synchronize the traffic lights. <br />• Police Chief Rojas indicated there is only 300 feet between the <br />intersection and the next street. It is too short and will create a traffic <br />blockage. <br />• Board member Palacio indicated the city needs to look at school sites in <br />addition to lighting around school sites. <br />• City Manager Cavazos indicated everyone wants to hurry and drive <br />through and it is difficult for traffic guards to control. <br />• Police Chief Rojas indicated the police department issued 72 citations in <br />this location last year. <br />• Council member Amezcua indicated pedestrian safety is a major concern. <br />City /School Joint Policy Meeting Page 3 January 26, 2015 <br />
