NO. 15 -066) <br />(STRATEGI PLAN N0.1, 5} <br />� GA✓it2sas <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Award a contract to Taser International, Inc. for the purchase of Taser electronic control devices <br />and accessories for a two -year period expiring July 31, 2017, in an amount not to exceed <br />$228,700, with provision for three, one -year renewals exercisable by the City Manager, subject to <br />non - substantive changes approved by the City Manager and City Attorney. <br />The Santa Ana Police Department utilizes electronic control devices to gain control over violently <br />resisting subjects. The new X26P will replace, supplement and upgrade the department's current <br />inventory of X26E Taser electronic control devices. The X26P incorporates smart technology <br />details including "charge metering" that measures and delivers the amount of electric charge to <br />maximize safety and effectiveness and event logs that records every user action such as; safety <br />activation; trigger duration with times, dates and battery life. The manufacture's recommended <br />replacement schedule is every five years. This contract will replace 150 Tasers and accessories <br />that were purchased in 2010, and replace 60 Tasers in year two; ultimately replacing all Tasers in <br />subsequent years at an approximate rate of 50 Tasers annually. <br />The notice inviting bids was advertised on July 1, 2015, and offers were solicited. A summary of <br />the bids and offers received is as follows: <br />20 Vendors were notified <br />4 Vendors downloaded the bid <br />0 Proposals received from a Santa Ana vendor <br />2 Proposals received <br />Bids were received and opened on July 14, 2015.
