NO. 15 -049) <br />(STRATEGIC PLAN NO. 6,2) <br />al,e < rot <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />0 91 <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize a one -time purchase and payment of purchase order to Guaranty Chevrolet for the <br />acquisition of three Chevrolet Spark Automobiles, in an amount not to exceed $50,500 subject to <br />non - substantive changes approved by the City Manager and City Attorney. <br />The Finance and Management Services Agency Facilities, Fleet Maintenance, and Central <br />Stores Division is responsible for the acquisition, maintenance, repair, and replacement of <br />vehicles, trucks, and maintenance equipment. The City's Vehicle Replacement Policy provides <br />guidelines and criteria for determining when vehicles need replacement. This criteria includes <br />vehicle age, mileage, maintenance costs, and safety history. As a result of reviewing the City's <br />replacement criteria, three (3) E -Z Go electric golf carts purchased in 2000, have been identified <br />for replacement with gas powered compact vehicles. These vehicles will be utilized by the Police <br />Department's Downtown Parking Enforcement program. The vehicles will enhance working <br />conditions for employees along with improving their mobility while conducting their job duties. <br />The notice inviting bids was advertised on May 18, 2015, on the City's online bid management <br />and publication system. A summary of the bid invitations and bids received is as follows: <br />30 Vendors were notified <br />1 Vendor downloaded the IFB packet <br />0 Bids received from Santa Ana Vendors <br />0 Bids received <br />Santa Ana Municipal Code Sec 2- 807(c) authorizes the City to purchase from any vendor in <br />situations where no bids are received. Two regional vendors were contacted and submitted bids. <br />The bid received from Guaranty Chevrolet, a Santa Ana vendor, is responsive to the <br />22B -1 <br />
