REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 4, 2015 <br />TITLE: <br />AGREEMENT WITH TTG ENGINEERS FOR <br />PROFESSIONAL ENGINEERING SERVICES <br />FOR THE BRIDGE PREVENTATIVE <br />MAINTENANCE PROGRAM <br />(PROJECT 15.6847) <br />(ST TE IC NO. 6, 1G) <br />Yom- lliF.2[tJ <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2n° Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with TTG <br />Engineers, subject to nonsubstantive changes approved by the City Manager and City Attorney, <br />to provide engineering services for a one -year period expiring August 3, 2016, with provision for a <br />one -year extension exercisable by the City Manager, for a total amount not to exceed $23,900. <br />DISCUSSION <br />Approval of this recommended action will enable development of a Bridge Preventative <br />Maintenance Program (BPMP) for City bridge structures. The BPMP involves identifying the <br />various structures that are owned and maintained by the City of Santa Ana and developing a <br />preventative maintenance strategy to extend the life of these structures. In addition, the BPMP <br />will provide a priority ranking for maintenance and will also facilitate applying for grants for future <br />design and construction of bridge improvements. <br />On May 28, 2015, the Public Works Agency released a Request for Proposals (RFP) on the City's <br />website and advertised in the Orange County Register. On June 11, 2015, three proposals were <br />received by the submission deadline. They were evaluated and ranked by a review committee <br />comprised of personnel from varlous PWA Divisions. Ranking criteria Included firm and <br />personnel experience, understanding of need, relevant project experience, schedule, references, <br />and fees. The table below is a summary of the ratings for the three firms submitting proposals: <br />NAME OF FIRM <br />RATING <br />TTG Engineers <br />94 <br />Psomas <br />91 <br />Wildan Engineering <br />89 <br />The proposal by TTG Engineers contains adequate man -hour effort to complete the required <br />services. The firm's rates are reasonable and within Industry standards. Together with the total <br />fee schedule in the amount of $21,728, the proposal was found to provide the best value, best <br />25C -1 <br />
