Agreement with Tanko Lighting, Inc., <br />for Street Light Purchase Feasibility Study <br />August 4, 2015 <br />Page 3 <br />If the financial analysis supports the street light acquisition and the City elects to continue with the <br />project, the following phases would occur: <br />Phase 4: Street Light Acquisition <br />•Assist the City with the acquisition approval filing with the CPLIC. <br />• Provide technical support to identify appropriate energy efficiency technology to retrofit <br />existing street lights. <br />• Provide recommendations and technical support to identify relevant control technology to <br />incorporate into the street light program, including identifying potential revenue sources. <br />Phase 5: Coordination of Commissioning & Conversion <br />• Provide public outreach coordination and support. <br />• Provide logistics support for commissioning of lights and installation of conversions. <br />• Provide support for utility rebate documentation and filing. <br />• Provide GIS -based mapping of retrofitted systems. <br />Three proposals were received and evaluated based on each firm's technical experience in <br />performing work of a similar nature; qualifications of project staff; depth of understanding of the <br />scope of work and the City's requirements; quality of work plan; ability to meet the project <br />deadline; and practicality and affordability of the proposed costs compared with other offers <br />received. Approval of this recommended action <br />will allow the City to obtain a full cost - benefit analysis of the street lighting system acquisition from <br />SCE, including full physical and financial audit and evaluation. Should the City elect to continue <br />with the project, Phases 4 and 5 would be awarded by future Council action. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />assets), Strategy C (invest resources and technology to extend the service life of existing <br />infrastructure to protect the City's investment and support a high quality of life standard). <br />25N -3 <br />
