Adopt a resolution authorizing the City Manager or designee to enter into a sub -grant <br />agreement, for a period from April 1, 2015 to June 30, 2017, to receive funds for the Federal <br />Workforce Innovation and Opportunity Act with the State of California Employment <br />Development Department. <br />2. Authorize the City Manager and Clerk of the Council to execute the attached sub -grant <br />agreement and all necessary documents with the State of California Employment <br />Development Department, for a period from April 1, 2015 to June 30, 2017, for an amount of <br />$1,136,469.00. <br />3. Approve an appropriation adjustment recognizing an additional $13,554 of Workforce <br />Innovation and Opportunity Act Youth funds in the revenue account and appropriating the <br />same in expenditure accounts. <br />DISCUSSION <br />The federal Workforce Innovation and Opportunity Act (WIOA) was signed into law on July 22, <br />2014. WIOA is designed to help job seekers access employment, education, training, and <br />support services to succeed in the labor market and to match employers with the skilled workers <br />they need to compete in the global economy. WIOA supersedes the Workforce Investment Act <br />of 1998 and is the first legislative reform of the public workforce system in 15 years. The Act <br />takes effect on July 1, 2015 with the Department of Labor responsible for its implementation. <br />55F -1 <br />
