REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />AUGUST 4, 2015 <br />TITLE: <br />MEMORANDUM OF UNDERSTANDING <br />WITH THE SANTA ANA MANAGEMENT <br />ASSOCIATION {STRATEGIC PLAN NO. 7,6} <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1" Reading <br />❑ Ordinance on 2ntl Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For_ <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a Memorandum of <br />Understanding with the Santa Ana Management Association, subject to non - substantive changes <br />approved by the City Manager and City Attorney, regarding wages and other terms and <br />conditions of employment for a two -year period from July 1, 2015 to June 30, 2017. <br />DISCUSSION <br />The City and the Santa Ana Management Association (SAMA) recently completed contract <br />negotiations, resulting in a new Memorandum of Understanding. The provisions of this <br />Memorandum of Understanding include: <br />1) Term: A two -year term, from July 1, 2015 through June 30, 2017. <br />2) Salary Increase: A 2.5% increase on both July 1, 2015 and July 1, 2016 with a "me too" <br />guarantee to receive a higher salary increase if any other bargaining unit negotiates a <br />greater increase. <br />3) Sick Leave payout language: SAMA members who notify the City of their intent to retire <br />within twelve months from the date of retirement shall have the option of cashing out <br />eligible sick leave balances. Currently, these monies are deposited into the employee's <br />health savings account for later use to defray health insurance premium costs. <br />4) Vacation: Regular and longevity vacation shall be combined into one bank of leave time <br />effective January 1, 2016. <br />5) Vacation Cash Out: Maximum cash out shall be increased from 60 hours to 80 hours. <br />25H -1 <br />
