RESOLUTION NO, 2015 -XXX <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA CONFIRMING HOURS AND PARKING <br />RATES FOR SPECIFIED CITY OWNED PARKING <br />FACILITIES <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA, <br />AS FOLLOWS: <br />Section 1. The City Council of the City of Santa Ana conclusively finds, <br />determines and declares as follows: <br />A. The City of Santa Ana owns four (4) parking garages and numerous <br />parking lots throughout the City ( "Parking Facilities "). <br />B. As owner of the Parking Facilities and pursuant to Section 36 -431 of the <br />Santa Ana Municipal Code, the City Council may by resolution establish <br />parking rates and fix and determine traffic patterns for the movement of <br />traffic on municipally owned or operated parking lots and when the council <br />regularly passes and adopts any resolution for any of said purposes the <br />same shall control the use of the area affected thereby, and said <br />regulations may be applied to lots open to public use or to lots <br />restricted to certain classes of vehicles and to certain hours and days. <br />C. The location of and rates for parking directly impact traffic and parking <br />circulation patterns, traffic congestion and parking availability on a daily <br />basis and during special events. <br />D. Authorizing the City Manager to adjust parking rates as a means of <br />regulating the use of all City parking facilities and resources will <br />distribute the parking load more evenly between residents, and visitors, <br />and maximize the utility and use of certain City parking facilities and <br />resources, thereby making parking easier and convenient to customers <br />and reducing traffic hazards and congestion, and promoting the public <br />convenience, safety, and welfare. <br />Section 2. The City of Santa Ana hereby establishes the following parking <br />hours and rates for the Parking Facilities identified below to take effect upon completion <br />of modernization and improvement efforts or upon City Manager approval: <br />A. Third St. and Broadway (3 levels - 440 spaces) <br />Hours: Monday and Tuesday 8 am to 8 pm; Wednesday through Saturday <br />8:00 a.m. to 12:00 a.m.; and Sunday 10 a.m. to 6:00 p.m. <br />Day Rates: $1.50 per hour or any fraction thereof; first 30 minutes is <br />$0.75 with a maximum of $10.00 per day. <br />Evening Rates: A flat pre -pay rate of between $2.00 and $20.00 may <br />Resolution No. 2015 -XXX <br />Exhibit' S Page 1 of 4 <br />75A -25 <br />
