The Integrated Planning Team will be used for all aspects <br />Of OPSG application, planning, aid de- briefings. <br />Area of Interest: A specific area, areas, or facilities known to be used by transnational criminal <br />organizations in furtherance of their criminal activity. <br />Camnai¢n Plan: A series of related law enforcement operations aimed at accomplishing a <br />strategic or operational objective within a given time and space. <br />Concept of Operations: A written statement that clearly and concisely expresses what the State, <br />local or Tribal commander intends to accomplish and how it will be done using available <br />resources (and funding). <br />Operational Cycle: A deliberate on -going cycle of command, staff, and unit activities intended <br />to synchronize current and future operations (driven by current intelligence and short-term goals <br />that support the campaign). <br />Operational Discipline: The organized manner in which an organization plans, coordinates, and <br />executes the OPSG mission with common objectives toward a particular outcome. <br />Performance Measure: A numerical expression that quantitatively conveys how well the <br />organization is doing against an associated performance goal, objective, or standard. <br />Tactical Operational Period: An operational segment that meets the following six criteria: 1) <br />specified beginning and ending dates; 2) begins with pre - planning; 3) is intelligence driven; 4) <br />uses targeted enforcement techniques; 5) has clearly stated objectives; and 6) concludes with an <br />after - action meeting. <br />Targeted Enforcement: The leveraging of all available assets against a specific action, area, <br />individual, or organization and using those deemed most appropriate to mitigate risk, <br />Target of Interest: A specific person, group of persons, or conveyance known to be part of or <br />used by trausnational criminal organizations to advance their criminal activity. <br />Threat: Information expressing intent to conduct illegal activity often derived from intelligence <br />sources, the overall context, a specific event or series of events, or observation of suspicious <br />activity. <br />Vulnerability: The protective measures in place are less than the protective measures needed to <br />mitigate risk. <br />Unity of Effo : Coordination and cooperation among all organizational elements, even though <br />they may not be part of the same "command" stricture, to achieve a success. <br />84 <br />Appendix E — FY 2014 HSGP, OPSG Operational Guidance <br />
