greatest risk to the security of the United States; therefore, HSGP funded investments <br />must have a terrorism - nexus. <br />To evaluate National progress in. building, sustaining, and delivering the core capabilities <br />outlined in the Goal, FEMA annually publishes the National Preparedness Report (NPR). <br />Looking across all 31 core capabilities outlined in the Goal, the NPR provides a National <br />perspective on critical preparedness trends for whole communityparmers to use to inform <br />program priorities, allocate resources, and communicate with stakeholders about issues of <br />shared concern. <br />Grantees are expected to consider National areas for improvement identified in the 2013 <br />National Preparedness Report, which include eybersecurity, recovery- focused core <br />capabilities, the integration of individuals with access and functional needs, enhancing <br />the resilience of infrastructure systems, and maturing the role of public- private <br />partnerships. Addressing these areas for improvement will enhance preparedness Nation- <br />wide. <br />In addition, the Department of Homeland Security expects grantees to prioritize grant <br />funding to address gaps identified through the annual SPR in achieving capability targets <br />set through the annual THIRA. These assessments identify the jurisdictions' capability <br />targets and current ability to meet those targets. Grantees should prioritize grant funds to <br />increase capability for high- priority core capabilities with low capability levels. <br />Minimum funding amounts are not prescribed by the Department for these priorities; <br />however, grantees are expected to support state, local, regional, and National efforts in <br />achieving the desired outcomes of these priorities. <br />Appendix B also includes other areas where funding can be applied to strengthen <br />preparedness efforts. <br />11.
